Ashburton is a town in the middle of the Canterbury plain.
Its population is 18000 and the district has a population of 30 000.
In September 2014 a drifter called John Tully went into the town employment office and shot dead 2 female workers there, aged 55 and 67, causing a wave of shock thruout NZ.
It should be pointed out that such crimes are rare in NZ, especially in rural areas.
