Dunedin has a Mayor, elected "at large" in the New Zealand tradition, and fourteen other councillors, elected on a ward basis. The Mosgiel-Taieri and Waikouaiti Coast-Chalmers wards have vast rural areas containing a few towns, while the Cargill, Green Island-Saddle Hill, Hills, and South Dunedin wards contain substantial populations in the main urban area and relatively small populations in rural fringes.

Coastal areas (and their catchments) from Ravensbourne to a little way north of Waikouaiti, including St Leonards, Roseneath, Sawyers Bay, Port Chalmers, Careys Bay, Aramoana, Long Beach, Purakanui, Doctors Point, Waitati, Pigeon Flat, Evansdale, Warrington, Seacliff, and Karitane.
